Town Hall Sewer Line Repair will Cost More than $100K
NEWINGTON - The repair of a ruptured sewer line utilized by the Town Hall building is slated to cost the town $101,000.

       That was the figure given by Chief Information Officer Paul Boutot, who was sitting in for Town Manager John Salomone at the Oct. 27 Town Council meeting.

       The ruptured line prompted Town Hall to be shut down for three business days a couple of weeks ago because the building’s rest rooms could not be used.

       None of the other buildings in the lot--the police station and public library--were impacted by the break. The Newington Police Department has its own sewer line, Salomone said at the time.

       The rupture was discovered on a Thursday, with contractors coming in to make repairs over the weekend. Salomone said that the pipe had been fixed by the following Monday, but that the building had to remain closed due to temperature issues related to the heating system being shut off.

       The system’s cleaning effluent had to be cleaned before the building’s heating could be reactivated, he said.

       Town staff noticed what has been described as a â€"noxious odor” near the lower level offices for a few days prior to when the rupture was discovered, Salomone said.

       That means that the job will not be over with the repairs on the sewer line. If bathrooms were in use before the break was detected, soil around the pipe will be contaminated and will have to be removed, Salomone said.

       Boutot said that the odor remained after the repairs, and that a camera would be required to examine the pipe for additional damage.
